Ich werde mich in dieser vorliegenden Hausarbeit auch mit dieser Frage auseinandersetzen, jedoch in Bezug auf die staatlichen Anschauungen und Entwicklungen in puncto E-Government in Frankreich.
Es gibt unterschiedliche internationale Benchmark-Studien (Rankings) als Fortschrittsmessung hinsichtlich E-Government-Services und -nutzung in den ausgewählten Ländern, zum Beispiel bei Accenture, einer US-amerikanischen Unternehmensberatung. Diese besagte in den letzten Jahren in ihrer jährlichen E-Government-Studie über mehr als 20 Länder, dass Frankreich nicht zu den Vorreitern (leaders) im E-Government-Service gehörte und somit wurde es ins gute Mittelfeld eingeordnet. Der Höhepunkt der Leistungsfähigkeit in diesem Bereich wurde additionally noch nicht erreicht (vgl. ebda. S. 120).

Die Untersuchungsebenen dieser Arbeit sind die Regierungsaktivitäten sowie auf der nationalen Ebene, als auch auf der dezentralen Ebene mit E-Government als Gegenstandsbereich. Hier sollen anhand der Beispiele die Vorstellungen und Zielsetzungen der verschiedenen Programme erläutert werden, nämlich auch in Bezug auf deren Gestaltung und Umsetzung.
Den Weg dafür ebnet zunächst eine allgemeine Darstellung der französischen Verwaltungsorganisation mit den einzelnen Ebenen. Daraufhin beschäftige ich mich mit grundlegenden Fragestellungen des digital executive, nämlich mit der Definition des Begriffs und dessen Aufkommen und Entwicklungsweg in Frankreich, sowie des Internets als das Hauptkommunikationsmittel der virtuellen Verwaltung. Die Ursachen des Erscheinens der jungen webbasierten Kommunikation werden ebenso kurz mit angeschnitten. In einem gesonderten Kapitel erfolgt die Schilderung der E-Government-Aktivitäten auf der nationalen und auf der dezentralen Ebene (bei der letzteren allerdings lediglich mit Anführen von Beispielen).
Im Rahmen dieser Hausarbeit arbeite ich folglich darauf hin, an den Leser die Grundzüge des E-Government in Frankreich als neue shape der Verwaltungskommunikation heranzubringen und gleichzeitig einen aktuellen und historischen Überblick des Konzepts zu liefern. Im Schlussteil werden die gewonnen Erkenntnisse noch einmal kurz zusammengefasst und mit einem Blick auf die Zukunft interpretiert.
